Would a smart government not enter a deal with an oil company to spend their money and search for the oil and then have the OML for perhaps 50 years? Is that not how it is done world over? Is it American government paying for search of oil in the seas etc?
Secondly, if the search had any prospects, would Shell in their over forty years of being in Nigeria, and Mobil not be the one begging for fields and opportunity to go searching like the huge gas finds in Isoko lands?

Also do you know successive governments since 1966 have spent huge moneys searching for oil in that north?
Furthermore, in an age where oil is fast losing value and Nigeria is unable to sell all her products, is that the best use of 39 billion?
Someone said no company will agree to fund search for oil in the North because of Boko Haram so Buhari must do it. I ask them “So Buhar does not believe Boko Haram will end and companies will now agree to invest”?
Then again, are we not tired of being majorly a mono economy? What would 39 billion NOT do for farmers and local manufacturers of leather, fabrics etc etc?
The way North take dey jealous Niger Delta oil naim dey cause all this one. They cannot think outside the pipeline…sorry box.
